RSU MISSION
Romblon State University shall nurture an academic environment that provides advanced education, higher technological and professional instruction and technical expertise in agriculture and fisheries, forestry, engineering and technology, education, humanities, sciences and other relevant fields of study; and collaborate with other institutions and communities through responsive, relevant and research-based extension services.


The Road to universityhood...

1999:   August 25, House Bill 3265 - the bill converting Romblon State College (RSC)  into a university was approved by the Committee on Education at the Lower House. However, the bill sank against the changes into political landscape following the ouster of President Joseph Estrada.

2007:   House Bill 1201 - another bill seeking for RSC's conversion into a university status was resurrected at the lower house by Congressman Eleandro Jesus "Budoy" F. Madrona.

2009:   August 25, House Bill 1201  which was changed to HB 5217 passed the lower house. The counterpart bill, Senate Bill 3079 was sponsored by Senator Mar Rozas, Senator Francis Escudero and Senator Edgardo Angara.

October 14,  Republic Act 9721 was enacted by President Gloria Macapagal Arroyo which converted RSC into Romblon State University.

College of Engineering and Technology - Civil Engineering Program

With strict compliance of the Commission Higher Education (CHED) Memorandum Order (CMO) No 29, series of 2007, Romblon State University (RSU) adheres to the provisions stipulated in the CMO’s policies and standards in the offering of the Bachelor of Science in Civil Engineering program.  In reference to Articles III of the said CMO, the civil engineering program specialization is designed specifically to meet the educational challenge by emphasizing fundamental knowledge, transferable skills, and lifelong learning. In particular, to ensure that the civil engineering graduates are articulate and understands the nature of their special role in society and the impact of their work on the progress of the nation, the Civil Engineering Curriculum is based on a set of competency standards which contains academic units that ensures dept, focus and extensive knowledge in certain disciplines of the civil engineering.

Program Outcomes

Specifically, the program outcomes guarantee that a Civil Engineering graduate must attain the following:
  1. An ability to apply knowledge of mathematics, physical, life and information sciences, and engineering sciences appropriate to the field of practice;
  2. An ability to design and conduct experiments, as well as to analyze and interpret data;
  3. An ability to design a system, component, or process to meet desired needs within identified constraints;
  4. An ability to work effectively in multi-disciplinary and multi-cultural teams;
  5. An ability to recognize, formulate, and solve civil engineering problems;
  6. Recognition of professional, social, and ethical responsibility;
  7. An ability to effectively communicate orally and in writing using the English language;
  8. An understanding of the effects of engineering solutions in a comprehensive context;
  9. An ability to engage in life-long learning and an understanding of the need to keep current of the developments in the specific field of practice;
  10. Knowledge of contemporary issues;
  11. An ability to use techniques, skills and modern engineering tools necessary for engineering practice;
  12. Knowledge and understanding of engineering and management principles as a member and leader in a team to manage projects and in multidisciplinary environments; and
  13. An appreciation of “Filipino historical and cultural heritage” (based on RA772).

Program Educational Objectives

  1. Attain technical and managerial skills in planning, design, construction, operation, management and maintenance of the built environmental and global infrastructures and utilizing their skills to analyze and design systems, specify project methods and materials;
  2. Establish a technical expertise and become a total engineer utilizing his knowledge in arts, sciences and communication skills in oral, written, visual and graphic modes when working as a team members or leaders, so they can actively participate in their communities and their profession;
  3. Establish an understanding of professionalism, ethics quality performance, public policy, safety, and sustainability that allows them to be professional leaders and contributors to society when solving engineering problems and producing civil engineering solutions through research and development;
  4. Initiate an active program of life-long learning, including studies leading to professional licensure or an advanced degree in engineering that provides for continued development of their technical abilities and management skills and attainment of professional expertise.

Parallel to the vision and mission statements of the University, the College of Engineering and Technology (CET) shall be adaptive to global technological change and aims for excellence in global context. Its presence shall radiate in every corner of the province as well as the nation. Its graduates must be equipped with the knowledge, skills and competence required by the industry. Specifically, the core values are as follows:

1. FOCUS - by placing CET students and clienteles at the center of all decisions.

2. INNOVATION - by anticipating changes in global society and the workplace and responding with creative and flexible learning approaches.
